Tomblin, Wheeling Mayor McKenzie and Don Rigby, RED executive director, and the RED Board of Directors for their efforts on behalf of their respective constituencies to bring jobs and economic growth to the State of West Virginia and the City of Wheeling,” noted Pennington.
